The City of Chico and the Chico Police Department have partnered with Verra Mobility to improve community safety by initiating a state-of-the-art digital red-light camera program. This program is designed to reduce the number of violations, crashes and injuries caused by motorists running red lights. The objective of the program is to change driver behavior, making the community safer
as more and more drivers obey the traffic signals and stop on red.

Eight total cameras/approaches will be implemented at five intersections throughout the city. Each intersection will be marked clearly with signs to alert drivers that cameras are in use ahead.
The cameras will go live as they are ready, each with its own 30-day warning period. After the warning period has ended, the cameras will begin issuing citations for all red-light violations. Any vehicle captured failing to stop at a red light or turning right without coming to a complete stop will be sent a citation of $465.

Each intersection is outfitted with a high-resolution, high-speed digital camera. The cameras are activated by sensors located at the intersection and are only activated when the sensors detect a vehicle after the light has turned red. The cameras take three digital photos, which document the violation and are mailed with a citation to the vehicle's registered owner. The program operates 24 hours a day, seven days a week, and operates in all weather conditions. The system is only activated when a vehicle runs a red light, and all intersections with red-light cameras are clearly marked with photo enforcement signs. The Chico Police Department reviews every violation before a citation is issued. Citations contain images of the violation vehicle before it enters the intersection, while it is in the intersection, the license plate, and the front of the vehicle showing the driver.
Step 1:
The system activates upon entering the intersection on a red light. The automated safety camera captures multiple images of an alleged violation from the rear of the vehicle.

The first image shows the vehicle prior to entering the intersection while the light is red.

A close-up image of the license plate is also provided with the evidence.

Will "points" be assessed to my driving record?
The Notice to Appear (FN) for a red-light violation will apply 1 point to the liable party’s driver’s license. This point is applied by the Butte County Superior Court in their system.
The Notice of Violation (NOV) does not have points associated with it, as it is not filed with the Court.
How do I contest a Notice of Violation?
If you would like to contest a Notice of Violation, you may schedule an appointment with a Chico Police Department Red Light Camera Operator to review your case. A link to the calendar is available here:
Will I get a citation if I am already in the intersection when a light turns red?
No. Citations are only issued when a vehicle enters the intersection after the light has turned red. If you enter the intersection during the green or yellow light, the camera system will not photograph you.
What if the registered owner of the vehicle wasn’t driving at the time of the violation?
The owner should read and submit a completed Affidavit of Non-Liability found on the back of the Citation at a minimum of five days before the court date indicated on the Citation. The registered owner must submit the full name, address, and driver’s license information for the person responsible for the violation.
Return the completed Affidavit of Non-Liability to the Photo Enforcement Program address provided on the citation. The Chico Police Department will review the information submitted, and a citation will be reissued to the driver identified on the affidavit.
If the car is reported as stolen at the time of the violation, the owner must submit a copy of the filed police report with a signed Affidavit of Non-Liability. If the car was sold prior to the time of the violation, you must submit information on the subsequent owner of the motor vehicle with a signed Affidavit of Non-Liability.
